Job Description
Sawnee EMC is seeking a Dispatcher with electric utility experience to dispatch workers for customer service or emergency repairs to electric power transmission lines. Requires high school diploma or equivalency, map reading and line design knowledge, working knowledge of radio operation, problem solving and communication skills by radio, telephone and in person. Related experience preferred. Must be available for alternate shift assignments and irregular work hours, including evenings and weekends. Company does not provide relocation assistance for this position.



DEMANDS
  1. High school graduate or equivalent is required. 
  2. Should possess working knowledge of radio operation.
  3. Must have advanced computer skills with Microsoft Windows based software packages (e.g. spreadsheets, word processing, databases), Internet, E-mail and NISC software platforms or equivalent experience as solely determined by the Corporation.

REQUIREMENTS
  1. Previous experience in electric utility work preferred.
  2. Working knowledge of map reading and line design, sufficient to provide for accurate communication and inter operation with field personnel, as needed.
  3. Must have sufficient working knowledge of customer inquiry procedures and etiquette to provide customer support services.
  4. Must be able to apply rationale to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.
  5. Must be able to interpret and exercise a variety of instructions furnished in written and/or oral form.  Must be able to utilize algebra, geometry and basic math in the performance of job functions.
  6. Must be able to read, understand, communicate and employ instructions, rules, methods, procedures and policies. 
  7. Must be able to communicate by radio, telephone and in person, with people of various knowledge and education levels, speaking with voice control and confidence using correct English and well-modulated voice.
  8. Must be able to hear and respond properly to various sounds and tones.
  9. A working understanding of the duties of the various Sections and Departments of SEMC.
  10. Must regularly expand knowledge base through self-study courses and industry course offerings. 
  11. Regular and reliable attendance record. 
  12. Requires the reliable and accurate performance of duties, to include the exercise of independent judgment and decision-making, without direct supervision.
  13. Flexible work hours as necessitated by circumstances, on-call functions, and irregular work shifts.
  14. Flexibility for irregular work hours, including evenings and weekends.
  15. Position requires that this individual report in time of natural disaster and weather related emergency and recognizing that the Corporation (SEMC) is an electric utility. 
  16. Ability to work in a constant state of alertness and safe manner as an essential job function.

RESPONSIBILITIES:  
  1. Dispatches workers for customer service and normal maintenance or emergency repairs to electric-power transmission and distribution lines and related equipment.
  2. Receives request calls and reports of trouble from police, fire, consumers, the general public, and company offices via telephone, radio and in person.
  3. Records time, location and nature of work to be performed and relays information to workers assigned to area in which work occurs, using telephone and/or radio.
  4. Receives work reports and makes assignments according to urgency and order call received.
  5. Informs work crews of changes in weather conditions and system status affecting safety, and answers questions requiring knowledge of system layout and electric equipment operation and repair.
  6. Records and relays messages, information and technical instructions between field personnel and company representatives, consumers, appropriate officials, and the general public.
  7. Coordinates activities of personnel engaged in operating substation equipment and electric power lines.
  8. Performs load-control functions, monitors operating condition of lines and equipment throughout system, and makes adjustments or directs workers to make adjustments as conditions warrant.
  9. Directs workers to de-energize malfunctioning circuits, or adjusts switches to ensure the safety of maintenance crews and avoid interruptions of service during repairs. Notifies maintenance crews of location and de-energization of troubled sector, and verifies that workers are clear of repaired equipment before directing energization of circuit.
  10. Verifies that all switching operations are accurately recorded and reported to ensure safety of line crews.  Maintains records of repairs, installation, removal of equipment and appliance, and hours required on each job.
  11. Requires regular and reliable attendance and willingness to work a flexible schedule.
  12. Requires superior interpersonal skills to work well with others and successfully negotiate resolutions to criticism, complaints and operational issues.
  13. Requires the ability to function well under high levels of stress.
               
WORKING CONDITIONS
Extensive in-office conditions with rare outdoor conditions.  Requires significant sitting, standing and walking; with regular lifting, pulling and maneuvering exertions sometimes equal to 20 pounds of force; with continual stress or strain of high paced work, analyzing and coordinating work, negotiating and resolving issues, and monitoring-operating equipment.  Requires the mental ability of frequent contact with employees and the public; the stresses of employee direction, supervision and training; and constant deadline pressures.
